Streha Center provides services to the LGBTIQ+ community in Albania and the region in cases of emergencies, including shelter and other psycho-social services for the empowerment of LGBTI+ individuals. The aim of Streha is to empower and assist LGBTIQ+ individuals, mainly youth, through its multidisciplinary and residential services, capacity-building of service providers, public awareness, and advocacy, in order to overcome barriers and difficulties faced by the LGBTI+ community in families and society. The primary focus of Streha is the empowerment and reintegration into society of at-risk youth within the LGBTIQ+ community (aged 18 to 29). The service is provided in the capital city of Albania, Tirana. However, it is not limited to the country and often offers services to Albanian’s youth from neighbouring countries, such as Kosovo, North Macedonia, and Montenegro.

2. Project Background

This training is part of the project “3R Voices – Respond, Reform, Reach: Centering Lesbian* Voices in the Fight Against GBV in Albania,” funded by the European Union and implemented by Streha Center. The project aims to prevent and combat gender-based violence (GBV) affecting lesbian* individuals by addressing the structural, social, and institutional barriers that contribute to their marginalization and limited access to inclusive support services. The project is structured around the “Respond, Reform, Reach” methodology, which integrates service provision, organizational and institutional development, and public engagement. Through this approach, the project seeks to strengthen survivor-centered support services, enhance internal capacities and tools, and increase the visibility and representation of lesbian* experiences in public discourse, while also contributing to more ethical and accurate media representation and long-term systemic change.

3. About the Assignment

As part of its efforts to strengthen LBT-inclusive support systems in Albania for survivors of gender-based violence (GBV), Streha Center seeks a qualified Trauma-Informed Care (TIC) Specialist to design and deliver a four-day Training of Trainers (ToT). The assignment aims to enhance the knowledge and practical skills of LBT individuals with lived experience of GBV, frontline service providers, and media professionals in applying trauma-informed approaches and ethical, inclusive communication. A key objective is to empower participants to become multipliers of trauma-informed and inclusive practices within their respective fields. The TIC Specialist will ensure that participants gain practical knowledge and competencies in trauma-informed care, ethical and inclusive media reporting, and the use of storytelling as a tool for healing and advocacy. Additionally, the assignment will contribute to the development and refinement of organizational practices, case management tools, and media reporting standards, all grounded in the lived realities of LBT survivors. Through a participatory and intersectional methodology, the ToT will support the creation of sustainable, community-informed practices that can be replicated and applied across sectors.

4. Key Responsibilities

Desk Review
Conduct a targeted review of existing trauma-informed care (TIC) practices, LBT-inclusive GBV response approaches, and ethical media reporting standards in Albania. This will include identifying key gaps, challenges, and promising practices related to service provision for lesbian* survivors of GBV, as well as mapping relevant tools and frameworks that can inform the training design.

Training Design and Delivery
Design and facilitate a four-day participatory Training of Trainers (ToT) on trauma-informed, LBT-inclusive GBV response. The training will bring together lesbian* individuals with lived experience, frontline service providers, and media professionals, and will cover key topics such as trauma-informed care, survivor-centred approaches, ethical and inclusive media reporting, and storytelling for healing and advocacy. The methodology should be interactive, intersectional, and based in lived experiences.

Development of Training Materials and Tools
Develop practical, user-friendly training materials to support learning and replication, including session plans, facilitation guides, and resource materials. The assignment will also contribute to the adaptation and strengthening of organizational tools, including case management procedures and ethical media reporting guidelines, ensuring they are trauma-informed, inclusive, and responsive to the needs of lesbian* GBV survivors.

Narrative Report
Prepare a comprehensive narrative report summarizing the ToT process, including key outcomes, participant feedback, lessons learned, and recommendations for future capacity-building efforts. The report should also reflect how the training informed the improvement of organizational practices and tools.

5. Target Audience

The capacity-building efforts will directly benefit:

  • LBT  individuals with lived experience of GBV
  • Frontline staff of Streha and other service providers supporting survivors of GBV
  • Media professionals, including journalists and representatives of ProLGBT and other media actors engaged in reporting on LBT women and GBV issues

6. Contract and Budget Information

The Trauma-Informed Care Specialist will be engaged for the duration of the assignment, covering the design, implementation, and reporting of the four-day Training of Trainers (ToT), in line with the project timeline.

7. Application Requirements

  • Technical proposal outlining the proposed approach and methodology for designing and delivering the ToT, including a brief description of relevant experience and similar assignments;
  • Financial proposal indicating the daily rate (in EUR).
