1.       Qendra Streha Background

Streha Center provides services to the LGBTIQ+ community in Albania and the region in cases of emergencies, including shelter and other psycho-social services for the empowerment of LGBTI+ individuals. The aim of Streha is to empower and assist LGBTIQ+ individuals, mainly youth, through its multidisciplinary and residential services, capacity-building of service providers, public awareness, and advocacy, in order to overcome barriers and difficulties faced by the LGBTI+ community in families and society. The primary focus of Streha is the empowerment and reintegration into society of at-risk youth within the LGBTI+ community (aged 18 to 29). The service is provided in the capital city of Albania, Tirana. However, it is not limited to the country and often offers services to Albanian’s youth from neighboring countries, such as Kosovo, North Macedonia, and Montenegro.

2.     Project Background

This activity is implemented within the framework of the project “Stronger Together: Advancing LGBTQI+ Organizational Resilience and Strengthening Civil Society in Albania,” funded by the Swedish International Development Cooperation Agency (Sida). The project is carried out in partnership between RFSL Malmö, and Streha Center. The initiative aims to promote the socio-economic empowerment and inclusion of LGBTIQ+ youth by expanding access to vocational trainings, mentoring, internships and the job opportunities. Through individualized support and pathways to employment, the project aims to increase economic independence and social inclusion, by also reducing dependency on external assistance. In addition, the project supports regional collaboration and stronger connections between organizations, service providers, and inclusive employers in order to improve access to support services and amplifying visibility of LGBTIQ+ organizations in the region.

3.     Objective of the position

Streha Center is looking for two dedicated Mobile Outreach Team experts, who will be responsible for strengthening connections with LGBTIQ+ organizations, service providers, and stakeholders across Albania, Kosovo, North Macedonia and Montenegro. The objective of this assignment is to support the project’s efforts to enhance regional outreach, improve access to services, and foster collaboration among stakeholders by conducting service mapping, engaging with local partners and contributing to the development of stronger regional networks that support socio-economic inclusion of LGBTIQ+ youth. The Mobile Team will play a key role in strengthening connections, while promoting the visibility of available support mechanisms and inclusive opportunities for LGBTIQ+ youth. As a product of this regional network development, the Mobile Team will assist in the development of a Regional LGBTIQ+ Resource Booklet, compiling key information on relevant and safe organizations and services for the LGBTIQ+ youth. The booklet will be produced and disseminated in four languages: Albanian, English, Macedonian, and Bosnian-Croatian-Montenegrin-Serbian (BCMS), ensuring accessibility across the region.

4.     Scope of Work

As part of the project implementation, a Regional Mobile Outreach Team composed of two experts will implement outreach and coordination activities across Albania, Kosovo, North Macedonia, and Montenegro. The Mobile Team will contribute to the following activities:

 Outreach Planning and Coordination

  • Coordinate with the project team to plan outreach activities and visits in the targeted countries.
  • Identify priority locations and stakeholders for outreach activities;
  • Develop an outreach plan and schedule aligned with the project’s objectives and timeline;
  • Ensure logistical preparation and coordination for outreach visits;
  • Establish relationships with local LGBTIQ+ organizations and stakeholders prior to visits.

Regional Service Mapping

  • Conduct mapping of organizations, institutions, and initiatives, that provide services to LGBTIQ+ youth;
  • Identify available support services, including psycho-social, legal, health, housing and employment-related support;
  • Document safe spaces, community resources, and service providers relevant to the LGBTIQ+ community;
  • Identify gaps in services and barriers faced by LGBTIQ+ individuals in accessing support;
  • Systematically collect and organize data gathered through outreach activities.
  • Support the development of a regional network of partners and service providers.

Stakeholders Engagement and Partnership Building

  • Establish and maintain relationships with local LGBTIQ+ organizations, civil society actors, and relevant stakeholders;
  • Facilitate communication between project partners and regional organizations;
  • Support the strengthening of a regional network of organizations working on LGBTIQ+ rights and inclusion;
  • Promote cooperation and information-sharing among service providers.

Contribution to Regional Resource Development

  • Provide data and information collected through service mapping and outreach activities;
  • Contribute in identifying key organizations, services, and safe spaces across the region;
  • Support the preparation and development of the Regional LGBTIQ+ Resource Booklet in four languages: Macedonian, Bosnian-Croatian-Montenegrin-Serbian (BCMS), Albanian, and English;
  • Assist in validating information with local partners and stakeholders.

Regional Awareness Campaign

  • Support outreach and visibility activities promoting safe spaces and services for LGBTIQ+ individuals;
  • Engage with local partners and community actors during campaign activities.
  • Assist in promoting inclusive opportunities identified during outreach activities.

Monitoring, Documentation and Reporting

  • Document outreach visits, meetings, and stakeholder engagement activities;
  • Maintain records of mapped services, organizations, and partnerships;
  • Provide regular updates to the Project Coordinator on outreach progress and findings;
  • Submit monthly activity updates and quarterly narrative reports;
  • Support documentation of project results, and recommendations for strengthening regional collaboration.

Safeguarding and Ethical Compliance

  • Ensure full compliance with safeguarding, confidentiality, and non-discrimination standards.
  • Apply a right-based, and trauma-informed and inclusive approach in all interactions with stakeholders and communities;
  • Respect the privacy, dignity, and safety of LGBTIQ+ individuals and partner organizations;
  • Protect the privacy and dignity of all beneficiaries and collected information.

5.     Deliverables

The Mobile Team will be responsible for producing the following deliverables:

  • A regional service mapping report covering Albania, Kosovo, North Macedonia, and Montenegro, including identified organizations, services, and support mechanisms for LGBTIQ+ individuals;
  • Submission ofquarterly activity reports summarizing outreach activities, progress, and key findings;
  • Documentation of outreach visits and meetings conducted with local organizations and stakeholders;
  • Identification and documentation of service gaps and needs affecting LGBTIQ+ communities in the targeted countries;
  • Contributions and collected information for the development of theRegional LGBTIQ+ Resource Booklet;
  • Participation and support in the implementation of theregional awareness campaign;
  • A yearly outreach and mapping report including recommendations for strengthening regional cooperation and improving access to services for LGBTIQ+ communities.

6.      Duration and Payment

The Mobile Team will be engaged for activities implemented throughout the two-year duration of the project, according to the project implementation timeline and activity schedule.

7.       Qualifications and Experience

The ideal candidates should have:

  • Experience working with LGBTIQ+ communities, human rights, or social inclusion initiatives;
  • Experience in outreach, community engagement, or field-based work;
  • Strong networking, facilitation, and communication skills;
  • Ability to travel within the Western Balkans region;
  • Experience in regional or cross-border initiatives is considered an asset;
  • Fluency in Albanian (preferred), with a working knowledge of English (knowledge of other regional languages is considered an asset).
